1. Background

Migration dynamics are deeply influenced by access to information, societal expectations, and personal aspirations. The Multi-country MMD III Safe-MIT Project, funded by ICMPD, aims to enhance the shared knowledge and decision-making capabilities of African youth concerning migration. It seeks to equip young people in Nigeria, Kenya, Morocco, and Senegal with the necessary tools to make informed decisions. This is achieved through targeted, age-appropriate, and culturally sensitive school engagement and social media campaigns, all underpinned by robust child protection and safeguarding standards to ensure content integrity.

Implemented by a consortium of African and European civil society organizations, SAFE-MIT not only strengthens South-North partnerships but also empowers African consortium partners, including The Youth Café, to cascade their skills. They will replicate their experience by training selected NGOs in Ethiopia, Uganda, Tunisia, and The Gambia to develop and run migration information campaigns, thereby fostering South–South cooperation and peer-to-peer learning across the continent.

The Youth Café, as a co-implementor, is specifically responsible for implementing project activities in Kenya and providing remote support for activities in Uganda, to address the risks of irregular migration and human trafficking, influencing knowledge, norms, and decision-making among young people across key migration routes.

2. Purpose of the Role

The Finance and Compliance Officer will provide essential financial management, human resource administration, and compliance oversight support for the SAFE-MIT project in Kenya. This includes robust support for budgeting, donor reporting, expenditure tracking, audit readiness, and internal controls related to project implementation, while also managing key human resource support functions. The compliance aspects will be handled in consultation with the Researcher, Monitoring, Evaluation (M&E) and Reporting Officer.

3. Key Responsibilities

A. Financial Management

  • Maintain project financial records in compliance with ICMPD and The Youth Café standards.

  • Prepare quarterly reports, working closely with all the relevant departments at The Youth Café.

  • Ensure timely disbursements and tracking of payments to vendors, staff, and consultants.

  • Maintain budget tracking tools and monitor burn rate and variance analysis.

B. Donor Compliance & Reporting

  • Ensure compliance with ICMPD financial and procurement rules and guidelines.

  • Support the preparation and submission of quarterly and final financial reports to the donor.

  • Maintain well-organized records and documentation for audit and verification purposes.

  • Review procurement, HR, and consultant payment processes for donor compliance.

  • Consult with the Researcher, Monitoring, Evaluation (M&E) and Reporting Officer on programmatic compliance and reporting requirements.

C. Audit & Risk Management

  • Support internal and external audit processes by preparing relevant documentation.

  • Identify potential financial and compliance risks and propose mitigation strategies.

  • Ensure timely resolution of audit queries and implementation of audit recommendations.

D. Capacity Support

  • Provide financial guidance to project staff on budgeting and compliance.

  • Conduct occasional training or orientation sessions for project personnel on finance procedures.

E. Human Resource Management 

  • Support remote recruitment processes, including posting job advertisements, initial CV screening, and coordinating interview schedules.

  • Assist in the remote onboarding of new project employees, ensuring all necessary documentation is completed and processed.

  • Coordinate monthly payroll processing, ensuring accurate and timely submission of employee data.

  • Maintain confidential digital employee records and personnel files in compliance with internal policies and labor laws.

  • Provide remote support for routine HR queries and guide employees on HR policies and procedures.

  • Support the Project Lead in the remote implementation of HR policies and procedures.

4. Deliverables

  • Monthly financial update including burn rate and variance report.

  • Accurate and timely quarterly financial reports to donor.

  • Complete audit-ready financial documentation.

  • Compliance review reports and risk mitigation updates.

  • Well-maintained remote HR records and support documentation for recruitment and onboarding.

  • Timely coordination of payroll data submission.

5. Required Qualifications

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field.

  • Additional qualification or demonstrable experience in Human Resources Management is strongly preferred.

  • Certified Public Accountant (CPA-K) or equivalent qualification preferred.

  • At least 3–5 years of experience in a finance role for donor-funded projects, preferably EU-funded.

  • Demonstrated understanding of grant compliance and financial reporting.

  • Familiarity with Kenyan labor laws and HR best practices

  • Proficiency in QuickBooks, Excel, and donor financial templates.

  • Strong integrity, attention to detail, and problem-solving ability.

6. Consultancy Duration and Compensation

  • Duration: 15 months (May 2025 – July 2026).

  • Level of Effort: Estimated at 15 working days per month for EUR 480 per month totaling to EUR 7,200 subject to the 5% withholding tax. 

  • Work Location: Based in Nairobi, with possibility for remote support.

  • Payment Schedule: Monthly, upon submission of deliverables and timesheets
